I use the sharpened steel stippling point that came with my flex shaft tool set. I like the look and use it on a lot of my pieces as a boarder or just texture. The diamond will make it even deeper. My guess is that there is the need to maintain nearly a 90 degree angle of application or you will miss the diamond and actually get a texture from the area of the tool around the diamond. A diamond stippling tool would work. If that image is from a large manufacturer they are probably using a Swiss cut machine.
You can also use the process in the above video (of SS) to fuse 18k-22k gold filings onto the surface of Argentium. Use Purple flux from RG, Blue-Fuse or My-T-Flux. The Pavetron tool imparts a texture down into the metal’s surface, while the fusing method (in the video) fuses a texture onto the top of the surface of the metal. While similar at a glance the finishes are different when complete. You can also use a coarse rotary file in your handpiece to make 18k filings into an enclosed collection container. Practice the fusing in SS before doing it in 18k due to the added expense of high karat gold.
