To neutralize ammonia, just add a weak acid like vinegar.

Ammonia is actually a gas suspended in water. Just leave it alone &
it will turn back into a gas.
I think that you can use the ammonia soaked sawdust as mulch in your
garden. The Ammonia should just be a little extra fertilizer. Anyway
that’s what I do.
