Jewelry cloth question

I’m designing a jewelry roll with previously purchased anti-tarnish
jewelry cloth on the inside and another type of (more decorative,
cotton) fabric on the exterior. This will be both a storage unit as
well as a portable display for my stock pieces. I’d like the roll to
keep the sterling from tarnishing, but I’m not completely familiar
with the jewelry cloth’s properties/abilities: Would it be necessary
to allow only the jewelry cloth to touch any part of the sterling to
prevent tarnish? In other words, if I have tabs holding necklaces or
bracelets in place, and these tabs (or the portions that fold over
the entire collection prior to rolling it up) are made of the
decorative cotton fabric, am I risking tarnish on portions that
touch the sterling?

Thanks for any thoughts on this.
