I saw an artist in Baltimore this past weekend that was etching
something they called “12% copper backed fine silver”. They had some
samples of the etching process mounted on foam core to show the
steps. The beginning metal was copper on one side and fine silver on
the other. The booth was so crowded that I was not able to ask (and
didn’t want to get in the way of their sales either).
The woman you saw is my friend Carol Webb
(http://www.carolwebbstudio.com) she has that material made for her.
I don’t know of anyone selling it in small quantity. It is like the
gold sterling bi-metal from Reactive Metals Studio but is copper
fine silver.

Try Reactive Metals - they have “Bi-metal sheets in copper/sterling,
shibuichi/sterling, 22k gold/sterling.” I don’t have their most
recent catalog, but I’m sure they would be most helpful to you. I did
not see fine silver/copper but you could ask.
Beth Katz of Unique Solutions in FL and who is a member of the forum,
sells fine silver backed with copper. I’m not sure if it’s 12%. I’m
not sure what is the minimum size she sells.
