Chemically neutralizing any solution with copper in it is different than making it suitable to dump down the drain. In other words, you cannot dump copper in solution into the sewers or groundwater. It is highly toxic to animal life. Many folks allow copper-saturated solution to evaporate in a milk carton on the back porch, and bring it in on hazardous waste disposal dates.
