How to use Tripoli compound?

Some time ago I asked about a source for a square-shaped neck wire
for one of my designs. I’ve received no response, and my Internet
research is futile. So, Plan B/C/D must come into effect.

I had a friend tell me today about Tripoli compound to remove light
scratches from silver, which may solve my biggest problem. Could
someone provide some basic guidance on how to use Tripoli? I know I
have to use a rouge wheel to finish the final stage, but it’s the
actual use of the Tripoli that I need help with.

Could someone provide some basic guidance on how to use Tripoli? 

I would buy a separate muslin buff and keep it for Tripoli only. The
practice on a scrap piece of silver and see how it works. Be sure to
wash the piece in soap and water before moving on to the rouge. The
process I have good success with is first use a blue (400 grit) 3"
3M Radial Bristle Brush, then bobbing compound, then finish it up
with ZAM.
