   I am definitely curious where you purchased Garnets from that
had the color run in cold water.  I would definitely run from that
dealer. 

If the garnets were beads and on dyed string, the string dye would
run, not the beads. I put a strand in calgon/salt/tin foil and the
water got reddish. Hope we are not mis-identifying what is going on
and jumping to conclusions.

Good observation. I am sure you are correct in the fact that it is
the bead cord. I think it would be good practice to not soak beads
that are strung. The moisture trapped inside the bead hole will rot
silk and might cause some problem with nylon as well.

those to me. they gave me a good idea of what i can do detail wise.

If it were the cord it would not rub off on fabric as has happened to
my wife with a strand of baroque garnet beads. The strands I have
washed have yielded way too much color in the water to be accounted
for if it was only the cord. The garnets themselves do not seem to
change in appearance, which is odd.
